Granted Haringey HGY/2024/3126 Consent under Tree Preservation Orders

Works: Trees

Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

Works to tree protected by a TPO Rear garden: Sycamore T1 (20M high, 1000mm dia.) - Reduce the crown overall back to the most recent points of reduction by up to 4 metres. Reason: Cyclical maintenance of a large tree that has previously been crown reduced. To reduce excessive shading and allow more natural light into the garden area.

Works to tree protected by a TPO. T8 Sycamore - Fell and treat stump with eco-plugs 1. The above tree works are proposed as a remedy to the differential foundation movement at the insured property and to ensure the long-term stability of the building. 2. The above tree works are proposed to limit the extent and need for expensive and disruptive engineering repair works at the insured property. In this instance the estimated repair costs are likely to vary between £20,000 and £150,000, depending upon whether the tree/s can be removed or must remain. 3. The above tree works are proposed to limit the extent and need for costly CO2e emissions relating to alternative engineering repair works at the insured property. A typical underpinning scheme can include a carbon cost of more than 6000 kg CO2e and soil stabilisation or root barriers more than 4000 kg CO2e. A typical tree might capture between 15-40kg CO2e per annum and would therefore take centuries to mitigate the cost in CO2e on any alternative. We also confirm that the applicant has included this scheme and application in its tree planting and carbon capture off-set scheme for trees causing subsidence to low rise buildings which has already seen some 11,000 trees planted and additionally 220 tonnes of carbon captured. 4. The above tree works are proposed to limit the duration of any claim period and therefore allow the landowner their right to the peaceful enjoyment of their property. 5. It is the case that an alternative to felling such as pruning or significant ‘pollarding’ of the tree would not provide a reliable or sustainable remedy to the subsidence in this case. We do not consider that any other potential means of mitigation, including root barriers, would be effective or appropriate in the circumstances. 6. We are satisfied that the evidence obtained following completion of our Arboricultural Implication Assessment report completed 20/01/2023 clearly links the Sycamore T8 as a cause of damage to the risk address. 7. Insurers understanding the requirement to offer replacement planting in the event consent to fell is granted.

Five Day Notice. The tree is located on the roadside boundary of 45b shepherds hill, Highgate, London, n65qj. The tree in question is a Sycamore tree showing extensive deadwood and historical damage at the base. The tree due to its location adjacent to the footpath and main road I believe posses a risk to third party members of the public. If I thought there was a chance of the tree living I would suggest a heavy reduction/pollard but as the photos show the die back is extensive. I am asking for permission to fell the tree to ground level.

Dawn Redwood. Tree T1 on Sketch Plan. Arboriculturist Conclusion "Given the presence of cracks in the wall of adjacent buildings, and the close proximity of the tree to the buildings, it is recommended that T1 is removed to ground level." Engineer's Conclusion "the best course of action to avoid any further movement on the existing building would be to remove the existing tree and underpin the existing foundation"

Pembury House Nursery, Lansdowne Road, Tottenham, London, N17 9XE

Ginkgo (T1) - fell. Reason: this is a female tree, that drops fruit all over the nursery playground. The children try to eat them, it gets into their clothes, shoes, hands, and all over the class room, creating an extremely unpleasant environment for the children and staff. Replant with another deciduous tree with similar potential size canopy (eg. Norway maple) Sycamore (T2) - Reduce the height of the tree by 4m. Reduce lateral branches in line with this (up to 2.5m). Reason: There is some decay at the base of the tree on the east side, spanning 40% of the circumference of the tree. The bark is flaking from ground level up to 1.5m, and use of the sounding mallet indicates the dysfunctional wood extends at least to the same height. The tree has a full crown, but has had selective branch length reductions in the past. The crown overhangs the nursery playground and neighbouring parking area. Lime x2 (T10 & T11) - Crown raise to 4m, removing epicormic growth. Reason: to remove the branches that touch the shelter to prevent damage.
