The process from here
This application is with Winchester for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

T1: Mulberry. Reduce East aspect by 1m to allow full clearance of the boundary wall. Cuts to be made just inside the boundary, not exceeding 100mm diameter. Previous applications have permitted cuts of <30mm: this is insufficient to abate the nuisance that this tree is causing, whilst the proscriptive works i've suggested can fall well within the phenological guidance of BS3998:2010. The reduction must be made to the height of the upper canopy, with the shoulder blended in with the overall height to maintain the visual amenity of the tree when viewed from the road.
