Lime (T1) - I am writing to give formal notice under the five day exemption for urgent works to T1 Lime at Warberry Lodge, Higher Warberry Road Torquay TQ1 1SD. The tree is a lapsed pollard that has recently suffered a catastrophic limb failure, resulting in the loss of approximately half of its crown. The failure has exposed extensive, structurally unsound wood at the historic pollard head and left the remaining crown severely imbalanced, with significant torsional loading on the remaining scaffold limbs. The remaining structure is now asymmetrical and unstable, subject to further unpredictable failure, compromised at the old pollard points, and located directly above a regularly occupied garden with pedestrian access beneath the crown. Given the scale of the failure and the compromised structural integrity of the remaining crown, the tree now presents an immediate and unacceptable risk. The situation meets the criteria for urgent works under the exemption. The tree is a lapsed pollard. Although decay is present within the historic pollard head, the management option is to reintroduce the pollard cycle. Re-pollarding will significantly reduce crown mass and place greater leverage on the weakened pollard head, lowering the risk of structural failure while retaining the tree within the landscape. I am applying to remove one large Eucalyptus nitens. This tree is growing close to the boundary with Suncourt about half-way between the highway and the house. It is in the region of 20m in height. General The garden has been carefully designed and has been noted for the variety and quality of its plants. The area around the tree is tightly planted with trees (as can be see from Drawing_01) including the following: Gleditsia triacanthos, Magnolia officinalis var biloba, Phoenix canariensis, Magnolia grandiflora, Catalpa bignionoides 'Aurea', . All these are large including the P. canariensis. There is a smaller Butia capitata and a Cornus cousa further away. In addition there are large shrubs including a Japanese maple, Tetrapanax, Viburnum and Camellia Glycerinia as a windbreak, Pseudopanax ferox as well as countless Trachycarpus fortunei. There is a large plane tree in the highway which largely screens these plantings from the roadway, especially during summer. Reasons for works 1. In common with other Eucalyptus which I have had growing in the garden and which have quite rapidly died, this tree has a large scar on its western side. The dimensions of the scar are about 1300mm by 150mm (at the widest). The inner wood is fully exposed, is soft and is discoloured. This defect is not apparent from the eastern (our) side of the tree. I have been advised that this tree will probably not survive more than another year or two. It may be relevant that a much smaller neighbouring Eucalyptus niphophila has recently fully died. 2. My neighbour in Suncourt has been telling me that he is concerned that the tree is growing too close to his boundary wall and large paved area which he fears may be damaged by its shallow roots. 3. This message serves as a formal notice under the five day urgent works exemption for works to a hazardous tree within the grounds of Oakwood, Lower Warberry Road, Torquay, TQ1 1QP. A taller Sycamore within the garden has failed, with full rootplate uplift, collapsing outward across the garden and falling directly onto the smaller Sycamore, closer to the roadside but still within the garden. The impact has caused significant structural damage to the roadside tree, including crown displacement, asymmetric loading and probable fibre deformation, leaving it at increased risk of progressive failure. The damaged roadside Sycamore stands immediately above the public pavement, where no parking restrictions concentrate pedestrian movement within the potential failure zone. The combination of sudden primary failure, secondary impact trauma, and exposure to the public highway creates an immediate and unacceptable risk, bringing the works clearly within the scope of the five day urgent works exemption.

T1848 - Wych Elm (Ulmus glabra) Sectionally dismantle and fell the tree, employing appropriate lowering techniques in accordance with current arboricultural standards. T1948 - Sycamore (Acer pseudoplatanus) Sectionally dismantle and fell the tree to ground level using appropriate controlled dismantling methods. All cut material shall be processed into manageable lengths and stacked neatly within the woodland area in designated windrows or habitat piles, in accordance with good arboricultural and ecological practice. The site shall be left in a safe, clean, and tidy condition upon completion. T1948- Vitality poor - multi stemmed tree with significant dieback in the upper canopy which has resulted in branch failure throughout. Severe decline likely to continue due to poor physiological condition. Replant with 8-10 Silver birch (Betula pendula)
