    Tree Surgeon consulted: Greg Laywood, Clear View Tree and Hedge Services Ltd. Recommendation for a cyclical application to undertake cyclical crown reductions (3/5 yearly) on a Holme oak tree located within the rear garden of the property, with the height reduced to 1m below an overhead telephone cable which has been enveloped within the canopy. All as previous application ref: AT/2021/0099/TPO, approved 11th May 2021. The tree also overhangs the access road to North Fields Industrial Estate which is used by multiple companies, serviced by large lorries and delivery trucks. A reduction on the canopy width will bring the canopy within the property boundary whilst maintaining the shape and proportion of the tree. The works are required to prevent damage to the telephone cable, and to prevent damage to the tree and vehicles as the delivery vehicles access/egress the Industrial Estate . All works will be undertaken by a Tree Surgeon in conformance to BS3998 "Recommendations for Tree Work 2010".

    Ash T1 stands within the communal frontage of North Hill Close, near residential buildings, parking bays, and pedestrian access routes. The tree?s position creates a high-value target zone where any structural failure would directly affect dwellings and regularly used areas. Under NTSG principles, this level of occupancy significantly increases the consequence of failure. Fraxinus excelsior is now widely affected by Hymenoscyphus fraxineus across Torbay and the wider region. T1 shows declining vitality and structural deterioration consistent with early?mid stage pathogen impact, including progressive crown dieback, sparse foliage, deadwood throughout the crown, brittle branch behaviour, and reduced adaptive growth. These signs are consistent with early?mid stage Ash Dieback. These defects reduce structural reliability and increase the likelihood of partial or whole-tree failure. Given the tree?s location, foreseeable risk, and species-specific decline trajectory, pruning would not provide meaningful long-term mitigation. Removal is the only proportionate intervention. A suitable replacement (e.g., Sorbus aria or Carpinus betulus) can be planted within the frontage to maintain canopy continuity.

The crown radius will reduce from approximately 8m to 5.5m. 2) Reduce the top of the tree by 1.5m - use a 75mm maximum cut diameter. The height of the tree will reduce from approximately 19.5m to 18m. Beech T3 reason for works (Tree report must be read) The base of the main stem is decayed. Pruning will reduce bending load and torsional load on the stem base and reduce the likelihood of stem failure. The tree stands within falling distance to the neighbour's house.

A large Ash tree that previously stood directly between T1 and T2 failed a few years ago, falling into the school playground located immediately behind the property. Honey fungus was identified on the failed Ash, indicating the potential for decay and structural weakness in trees of this proximity and species. Pollarding T1 and T2 to the height of the neighboring conifer hedge will limit the risk of structural failure while maintaining the trees in a safe and manageable form. The proposed pollarding is proportionate and minimal, ensuring the trees continue to contribute to the character and visual amenity of the area, while mitigating the risk posed by potential fungal infection or structural defects.

Works requested: - Crown reduction by approximately 3 metres in height and 3 metres in lateral spread, resulting in a final height of around 14.92 metres (current height = approx. 17.92metres) and a final spread of around 11.66 metres (current spread = approx. 14.66 metres). - Crown thinning of up to 20%, evenly throughout the canopy, to reduce wind resistance and improve light penetration. - Selective pruning of long/heavy limbs to reduce weight and risk of branch failure, particularly on limbs overhanging public pathway, road and neighbouring property. - Removal of all significant deadwood throughout the crown in the interests of public safety. - All pruning cuts to be made back to suitable growth points to maintain the tree?s natural shape and structure. Reason for works: - A large limb (3 metres+) has recently broken from near the top of the tree, demonstrating the risk of further branch failure. I've attached photos of this. - The tree stands adjacent to, with limbs overhanging, public road, public footpath, my pathway and driveway to house, and neighbouring garden (there are young children who play in the garden) where falling branches could cause serious injury or damage. - The proposed works are intended to reduce the likelihood of future branch failures, while preserving the health and amenity value of the tree. This work would be carried out by an Arboricultural Association-approved contractor in accordance with BS3998:2010 Tree Work ? Recommendations.
