The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About lawful development applications
How this application type works
A lawful development certificate is a legal determination, not a planning judgement. It asks the council to confirm either that existing use or works are lawful, often through the passage of time, or that a proposal would not need planning permission at all. The applicant must prove the facts; the merits of the scheme are not considered.

T1 Robinia - Fell to ground level. Reasons for works - The tree is located in very close proximity to a garage and greenhouse. This area of the garden has been disused for some years, but the property owner has plans to make the greenhouse a working part of the garden again. The tree has now become unsuitable for its location, as it provides significant shade to the greenhouse below. Due to its location, the options for pruning to provide adequate light below are limited. The property owner has indicated that they are already carrying out replanting in other parts of the garden and are happy to continue doing so to mitigate the loss of the tree. T2 Sycamore - Crown Lift by removing branch tips to provide 4.5 metres clearance above ground level and reduce the low, large limb over the flower bed extending towards the house by up to 2 metres to improve light to the flower bed below.

T1 Hornbeam - Reduce the height and spread of the tree by up to 1.5 metres, back to the previous pruning points. Reasons for the works: These works are planned as part of regular tree maintenance to ensure the trees are kept at appropriate distances from properties and to maintain their size.

The use of the land and buildings edged red on the submitted plans as a single dwellinghouse (Use Class C3), occupied and used separately from, and otherwise than in connection with or ancillary to, the occupation and use of 56A North Street.A certificate is sought in respect of the following: 1. Use as a single dwellinghouse. The two-storey cottage known as 56b North Street, Thame (also known as The Barn) has been used as a single self-contained dwellinghouse, occupied as a sole and principal residence independently of 56A North Street and 56 North Street, since approximately 2012.
