If student numbers enrolled at St Mary's University exceed 5427, a revised Transport Statement and scheme for additional cycle parking and any other appropriate mitigation, shall be submitted to and approved in writing by the Local Planning Authority. 2. There shall be no increase in student numbers beyond 5427 until the revised Transport Statement and appropriate mitigation has been approved and implemented in full. REASON: To ensure the development does not have an unacceptable impact on highway conditions and residential amenity.
