Due to the likely severity of the decay and the high-target risk area, total removal of the tree is fully justified on safety grounds. However, this application is submitted as a pragmatic alternative to removal. Initiating a reduction to a 6-metre framework will completely eliminate the high-leverage codominant stems and drastically reduce wind-loading on the compromised root flare. This work is proposed as a risk-mitigation measure to safely retain the lower trunk habitat and a portion of the tree's amenity value, avoiding the immediate need for complete felling.
