Reason: To ensure effective avoidance and mitigation measures for the protection of the environment. Condition No. 10 states: No site works of any nature or development shall take place until a programme of archaeological work (POW) has been prepared by a qualified archaeologist and submitted to and approved in writing by the Council in consultation with Historic Environment Division, Department for Communities.
