Another problem with that approach is that the tree would have a similar risk of harm if assessed after the crown reduction. In the light of these considerations, I think that the best form of action is to fell the tree. The remaining trees are less of a risk to the house and removing this tree will reduce competition for the others in the vicinity, and so in the long-term the adjacent trees will benefit from the removal of this particular tree.
