    Variation/Removal of Condition 3 (External Materials) pursuant to planning permission 25/03674/FUL - The condition is sought to be removed or varied because it is unnecessary and duplicative of controls already secured through the approved planning permission. All external facing materials, dormer roofing materials and rainwater goods were clearly specified within the approved Planning, Design and Heritage Statement and accompanying drawings, and were assessed by the Local Planning Authority as part of the original determination of the application. The condition therefore does not meet the test of necessity set out in the National Planning Policy Framework. In the alternative, the condition is unreasonably restrictive due to its "prior to commencement" trigger, which prevents lawful commencement of development despite there being no outstanding design or materials matters. Varying the condition to a trigger point of "above damp proof course level" or "prior to installation of external materials" would maintain appropriate heritage control while allowing development to proceed in a proportionate and policy-compliant manner. It is requested that the condition be varied to remove the "prior to commencement" trigger and instead require approval of materials prior to development above damp proof course level or prior to the installation of external facing materials, thereby allowing lawful commencement of development while retaining appropriate control over materials.
