LA05/2026/0298/NMC

Dundonald International Ice Bowl (DIIB) (including the existing building and adjacent land within the Ice Bowl complex), 111 Old Dundonald Road, Dundonald, Belfast, BT16 1XT

Awaiting decision Lisburn and Castlereagh Non Material Change

Proposal

The proposed amendments comprise a combination of interim changes to enable an Operational Phase 1 of the development, together with a small number of permanent design adjustments. The interim proposals include the phased delivery of the adventure play, sensory rooms and healthcare facility, with their footprints temporarily treated through extended play surfacing and courtyard finishes. Associated temporary revisions to access, fire escape arrangements, façades, landscaping, civil works and drainage are proposed to allow the completed ice rink, bowling facility and gym to operate during this phase. Permanent amendments include a change to the approved external cladding material to perforated aluminium panels with the same decorative tree effect, and minor internal layout adjustments to suit operational requirements, with no change to the overall floorspace or external form of the building. Further detail is provided in the enclosed cover letter.

The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.

About amendments applications

How this application type works

An amendment application changes a permission that already exists. Non-material amendments cover small adjustments with no wider effect, while minor material amendments, usually made by varying a condition, allow modest design changes without a fresh application. Anything beyond that needs a new permission, so the scope here is deliberately narrow.

The original design proposed a full white render finish with a charred timber-clad, single-storey side extension. Our amended design retains the white render on the first floor and introduces red facing brick to the ground floor and chimney. The proposed material palette establishes a strong contextual relationship with the surrounding streetscape. By introducing red facing brick to the ground floor and chimney, the design directly references the architectural vernacular of neighboring properties, which typically feature brick ground floors and rendered first floors. The brick chimney honors the traditional brick gable ends of adjacent homes. This strategic use of materials ensures the new dwelling sits comfortably within its established context, successfully balancing local heritage with a modern, contemporary aesthetic.
