Trees protected under TPO 134 1978 Area designation A1. The application proposes the following works: T1 Indian Bean Tree Catalpa bignonioides Remove deadwood greater than 250mm. Reduce low lateral limb by 2m to leave 4m in length. T2 Silver Birch Betula pendula Fell and remove tree. T3 White Mulberry Morus alba Prune back from property to provide 1.5m clearance. Raise limb growing over boundary wall from highway. Thin crown by removing dead broken and crossing branches. T4 Eucalyptus Reduce lateral limbs growing towards property by 3m to leave 8m in length. Thin crown by removing dead damaged and crossing branches. T5 Bay Laurus nobilis Reduce lateral limbs back from garden by 1.5m. T6 Common Lime Tilia x europaea Remove deadwood greater than 300mm. Remove epicormic growth to 4m. T7 Horse Chestnut Aesculus hippocastanum Raise crown over highway to 5.2m. Following review of the deposited TPO plan and site inspection undertaken on 2 March 2026 only T6 Common Lime and T7 Horse Chestnut are confirmed as standing within Area A1 and therefore protected by TPO 134. Council Note: TPO 134 1978 is an Area Order sealed on 30 June 1978 and confirmed on 1 September 1978. Following review of the deposited TPO plan and site inspection the Council confirms that only T6 Common Lime and T7 Horse Chestnut fall within Area A1 and are protected by the TPO. Trees T1 to T5 are not located within Area A1 and are not protected by TPO 134. As the site lies within CA12 Streatham Park Garrads Road Conservation Area those works have been considered under section 211 of the Town and Country Planning Act 1990. The Council raises no objection to the notified works to T1 to T5. This decision notice may therefore be taken as confirmation that the Council does not propose to make a Tree Preservation Order in respect of those trees.

Front Garden: White Mulberry. Crown reduce to balance the crown and reduce end loading on lateral limbs. Install props to support lower limbs and the overall structure of the tree. Council Note: The White Mulberry is not protected by TPO 134 1978. Under application 25/03205/TPO, the Council confirmed that only T6 Common Lime and T7 Horse Chestnut fall within Area A1 and are protected by the Order. T1 & T2 - Two limes - crown Reduce height by 2m from 12m to 10m. Reduce laterals by 1.5m from 6m to 4.5m on all compass points, cutting back to the previous reduction points. Both are semi-mature limes standing to the rear of the property. The trees have been reduced previously and the regrowth from those earlier cuts has extended beyond the established points, carrying increasing end-weight on the resulting unions and taking the crown out of proportion with its position over the garden, the adjoining boundaries and the neighbouring buildings. The proposed works return the crown to the existing reduction points, in line with the works proposed for T3 and T4, retaining the tree in full along with its established shape and its contribution to the publicly visible canopy. T3 & T4 - Two limes - crown reduce Reduce height by 3m from 18m to 15m. Reduce laterals by 2m from 7m to 5m on all compass points, cutting back to the previous reduction points. Two mature limes standing to the rear of the property, one of a pair with T4. The trees has been reduced previously and is managed on a maintenance cycle; the regrowth from those earlier cuts has now extended well beyond the established points and is carrying increasing end-weight on the resulting unions, which are the weakest part of the structure. The proposed works return the crown to the existing reduction points, retaining the established shape and form of the tree and keeping it in proportion to its position over the garden and the adjoining boundaries. T1 Robinia sp. (x1) Reduce crown by 2.5-3m off height and width. Reason: Lost two stems in October. The branches had weak unions with the old pollard head, causing them to fail under their own weight. T2 Robinia sp. (x1) Reduce crown by 1.5m all around. Reason: To lessen the load on the crown.
