The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

Please refer to the tree survey p. 35 for aerial sketch plan. Additional seperate sketch plan has also been provided with street names, addresses, north direction indicator as requested. T5 - Robinia pseudo acacia: remove due to poor condition including dieback of canopy and dead branches, as described in the tree report (on the TPO, this is numbered a part of a group of trees, G2). This tree has been in decline for a number of years, is unattractive and has limited amenity value. We are concerned that this tree may pose a danger in case of storm. We think the landscape would be improved by removal and replacement per our proposed plan. T6 - Ilex aquifolium: remove to facilitate proposed landscaping scheme T4 - Taxus beccata: remove to facilitate proposed landscaping scheme. This is a self seeded tree that is growing underneath more dominant tree (T3 Ash) so has limited potential in the garden. These trees will be replaced with 3 birch (Betula) trees. Approximate size 45L 10-12cm multi stem. Please see proposed planting plan for location of new trees.

T1 - Sycamore Tree, The tree contains major dead branches and limbs and there fore needs a pollard back down to live wood, 6.1 meters which would give the tree a chance to promote new healthy growth so that the tree can re generate. If this dead limbs are not taken out they run the risk of failing and braking off and causing damage to neighbouring properties out buildings.
