Awaiting decision Flintshire Application to Lop, Top, Fell TPO

Proposal

The proposed tree works include the recommendations at Section 5, Page 11, in the attached 'Millstone View Tree Risk Assessment' dated 18.02.2025. However, in the year since the Tree Risk Assessment was issued there has been a significant increase in the amount of dead wood and snapped limbs on a number of trees and as a result so the recommended works have been updated/amended. Attached 'Millstone View Sketch Plan' provides the location of the trees. The proposed tree works are as follows:- Group 2 - Oak - remove major deadwood over 50mm. Group 3 - Oak - remove major deadwood over 50mm. Group 4 - Oak - remove major deadwood over 50mm. T424 - Oak - crown clear. T425 - Oak - pollard. T426 - Oak - pollard. T427 - Oak - reduce by 1.5m, North and East side. T436 - Oak - fell to 2m. Group 5 - Mixed species (small group predominantly Oak) - remove major deadwood over 50mm. Group 6 - Mixed species (small group predominantly Oak) - remove major deadwood over 50mm. Group 7 - Oak & Rowan - remove major deadwood over 50mm. Group 8 - Oak - remove major deadwood over 50mm. Group 9 - Mixed (predominantly Oak) - remove major deadwood over 50mm. T428 - Oak - reduce weight on low North side branches. What happens while it is decided

The process from here

This application is with Flintshire for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.

The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.

About trees applications

How this application type works

Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

Remove primary branch above small conifer and growing either side of electric pole. The branch forks from trunk at +-2.5m above ground level and has a diameter at the base of branch of +-270mm. On upright stem nearest parking area, remove the lowest horizontal branch growing towards front of dwelling which is approximately 70mm and forks from stem +-6m above ground level. Crown lift all around by removing secondary branches, that are 30-50mm in diameter and hanging beneath low main branches. Reduce extent of crown towards dwelling to obtain 2-3m clearance over roof. Reduce height 2-3m and remainder of the crowns radial spread up to 2m.

Copper Beech Undertake a 2.5m canopy reduction on the side of Number 3 Coed Bach. Reduce the height by 2m and shape the remainder of the tree to suite once the large pine has been removed. Growth is minimal at the rear due to being suppressed by the large pine tree. Large Pine Section dismantle the tree to ground level using a crane. The tree stump is to be cut as low as possible so it can be ground out. Smaller pine Carry out a selective branch reduction and crown clean removing any large deadwood and snapped branches.

FRON DEG, Pentre Road, Cilcain, Mold, CH7 5PD

2 x lime trees, described as T1 and T2 below, as discussed with assistant tree officer: T1 (the more north-easterly positioned tree) Height: circa 15m / Notes: Epicormic shoots around stem circumference to circa 3.5m height restrict visibility of the trees basal area and lower stem; epicormics also exacerbate the trees interception of sunlight, affecting light levels in the dwelling through south facing windows. Recommendations: Re-pollard to historic pruning points throughout crown. Remove laterally growing primary limbs attached to the main stem below 7m height (above ground level), see Image A for an indication of which limbs this would affect. Prune epicormic growth attached to the main stem below c.4m height. T2 (the more south-westerly positioned tree) Height: c.14.5m / Notes: As above, RE epicormic growth around stem circumference. Recommendations: Re-pollard to historic pruning points throughout crown Remove laterally growing limbs attached to the main stem and in the vicinity of the stems primary bifurcations, below 8m height. See Image B for an indication of which limbs this would affect. Prune epicormic growth attached to the main stem below c.4m height.
