What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About heritage and listed buildings applications

How this application type works

Heritage applications concern listed buildings and conservation areas. Listed building consent is needed for works, inside or out, that affect the special interest of a listed building, and carrying out such works without consent is a criminal offence. The council weighs harm to the heritage asset against any public benefit of the proposal.

The works involve replacing the existing heating, steam and condensate pipework that are currently in a sub-basement duct which runs between the adjacent Rockefeller Building and The Cruciform Building. The route of the new pipework runs at basement level via the link tunnel between the two buildings and vaults adjacent to The Cruciform Building. As part of the re-routing the pipework will need to leave the vaults, cross the lightwell and enter The Cruciform Building basement plantroom via new core drilled holes. The reason for the re-routing is that the structural condition and presence of asbestos would entail a prolonged shutdown of the existing services .
