Proposal
Discharge of Condition No. 3 of LA08/2023/3029/F. Condition 3 was previously discharged (LA08/2024/1432/DC) The development hereby permitted shall not commence until either suitably informed risk assessments produced in accordance with LCRM guidance and/or a detailed remediation strategy for the underground fuel storage tank(s) and fuel dispensing infrastructure has been provided. The remediation strategy must be in line with current Guidance for Pollution prevention (GPP 2 and GPP 27) and the Pollution Prevention Guidance (PPG27). This strategy must be submitted in writing and agreed with the Planning Authority and should identify all the remedial objectives/criteria and the measures which are proposed to mitigate them (including maps/plans showing the remediation design, implementation plan detailing timetable of works, remedial criteria, monitoring program, etc). Reason: Protection of environmental receptors and human health to ensure the site is suitable for use. However the Contractor has proposed an alternative solution to the removal of the underground fuel tanks. Instead of removing the underground fuel tanks, as previously advised, the specialist subcontractor (Baltor Systems) has proposed the following alternative methodology: Diesel tank Decommissioning Draining of the existing suction lines, degassing and disconnection from the diesel pump. Disconnection of all mains cables from the 2No. Old Pumps and Fuel Management System, removal and disposal of same to facilitate the demolition of the old pump house. Removal of all pipework from the underground diesel tank and removal of tank lid to give access for cleaning and concrete foaming. Removal of all fuel residues and sludge from the underground tank, thoroughly washing same with vacuum tanker and degassing in preparation for concrete foaming. Darafil Concrete Foam Filling of tank (assumed to be 16,000 litres) with concrete foam, overflowing same into the manhole void and issuing a decommissioning certificate. Our Environmental Consultant's comments are as follows: From: Cove Environmental Consulting With regards to this issue, the retaining of the tanks on site – subject to the correct decommissioning works – would be an acceptable alternative to the removal of the tank. The remedial design report noted the tanks would be removed however the key element is the testing around and below the level of the tank itself, so if this is still carried out then we can validate the remediation of the tank – i.e. we will be able to show that there is no contamination present in the ground immediately around / below the tank and the source of any future contamination (the tank) has been dealt with. This can all be outlined in the validation report after the works are complete. If the intention is to retain the tank, then we would recommend that sampling is undertaken both before and after the decommissioning work – the “before” round will confirm that no contamination is present (as if it is then the tank may actually have to be removed to deal with it) and “after” to ensure that no contamination is caused by the remedial works themselves.
