The process from here
This application is with Winchester for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

Conifer tree - fell due to risk of damaging nearby properties and shadow cast in rear gardens. The tree is taller than the row of terraced houses on Cripstead Lane and very thin, so at risk of falling on the adjacent properties. We are also concerned that the roots will encroach on the foundations of the house and adjacent houses. Furthermore, it casts a larger shadow over our garden, and our neighbours gardens. We would consider replanting a tree.

coppice 1 alder with dieback. Aim to retain small 2 stems to south if possible. Brash will be stacked and burned at a later date. Logs will be moved to habitat pile. If the alder is vigorous it will re-grow from the coppice. If not we can allow natural regeneration nearby.
