What happens while it is decided
The process from here
This application is with Winchester for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

T2 & T4: Larch- Fell to ground level. The pair of trees are in very close proximity to the neighbouring property, and overhang in parts by a substantial amount. The trees are both also reaching over-maturity, and have lost a number of limbs in the past as a result of being very over- extended. The pair of trees are now suppressing 2 Yew trees growing below them, and their removal will prevent any further limb failures, and allow the Yew trees to fill the space with a better structural form. T3: Yew- Crown lift to a height of 3-4m from ground level, removing only minor secondary laterals and no major limbs. (Amended)

T6 - Scots Pine. A substaintial, mature sized, but poor specimen scots pine, in very close proximity to the right side of the property. Given it's condition the tree has low amenity value and for the majority of the year is significantly obscured from public view by several very large beech trees. Since previously inspected by the Tree Officer, several large branches have dropped so they are now in contact with the property's roof. Given the tree?s mature height, ongoing growth and proximity to the property, if left these branches are at extremely high risk of causing damage to the roof. Should they drop furtuer, or fall due to any storm instability, the damage to property would be significant and extensive. Having sought advice regarding possible pruning / canopy lifting of the pine, we have been advised that, given the condition and shape of the tree, the options here are limited. In addition, as this is a mature tree, the root system is at high risk of causing future damage to the building as well as indirect effects on underground services. With the concern regarding foreseeable structural and safety impacts, which are considered to outweigh the tree?s amenity value due to its condition and specific positioning in relation to other mature trees, this application is to fell the tree. If necessary to support the application, we would be happy to replant a more suitable species in ground away from the building. However, there are already numerous other well established trees as the property, several of which already protected by TPOs.
