The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About full applications applications
How this application type works
A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

Rest Harrow Uplands Road Denmead Waterlooville Hampshire PO7 6HE
Oak. On 21 May 2021 in high winds the oak tree on the boundary of St Johns/Rest Harrow sustained damage. As this damage was a safety issue (the damaged tree branches could fall on anybody walking under the tree) we contacted an Arborist for advice. He recommended that the damaged branches be removed immediately. This was carried out. The Arborist recommended that the crown be reduced by 4 meters to preserve the tree. (The canopy of the tree has a large gap where the damaged branches were removed causing the tree to be unbalanced). There is also some dead wood that needs removing. There is only one oak tree that has a Tree Preservation Order on the sketch map.

Fieldway Uplands Road Denmead Waterlooville Hampshire PO7 6HE
Tree cutting required to Oak tree at Uplands Cottage and Cedar at Fieldway on branches affecting telephone wires by 1-2m located within the grounds of Fieldway - Uplands Road. These are situated at the front of the property. Traffic Control 123 provide services to Openreach, whereby we repair and replace the cabling poles on behalf of BT. As part of these works, we also provide tree cutting services, where branches and foliage are causing obstruction to cables/wires, and either pose as a danger or impede us from carrying out the required poling works. A small number of branches of the oak trees within the grounds of this property, are causing obstruction to some of the cables leading from DP961 to Pole 1 in attached drawing, which leads towards Casa Fina on this road. We therefore require small amount of pruning to be done to the few branches causing a problem. We are not needing to fell any trees. See supporting documentation showing map of road and where these trees are situated, as well as a sketch of the area in which the trees fall.
