What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About conditions applications

How this application type works

This type of application deals with conditions attached to an existing permission, either by supplying the details a condition requires, called discharging it, or by asking to vary or remove one. It does not reopen the principle of the permission itself. Building often cannot lawfully start, or continue past a set stage, until the named conditions are discharged.

G1 - A group of 3x self-sown Sycamores growing close to Black Bridge on the River Itchen. The tree roots are now undermining the rivers support piles and forcing them apart. These support piles would have been put in place before the flats were built. The future growth of these trees could also affect for foundations of bridge. The trees are in poor condition and are self-sown, there is evidence of some branch removal in the past. I would recommend felling and removing these trees to alleviate further damage before remedial work on the banking can take place.

Intended Works: Removal of 3x Sycamore Trees (Acer Psuedoplatanus) from garden of Wharf Farm Dairy (pictures attached). The three sycamore trees are between 8 & 10 metres from the outer wall of the house and lie between 1 & 2 metres of the foundations of the Grade 2 Listed Blackbridge over the River Itchen. The Sycamores are an estimated 12 meters in height and lower branches reach to within 2m of the building. Reasons for removal: Allow light into the garden. Growth under the heavy sycamore canopy is restricted & grass will not grow. Prevent future root damage to both house and bridge Reduce leaf & seed fall which is causing guttering blockages and damage to the property. Mitigating Planting: A Weeping Willow (Salix Babylonica) will be planted adjacent to the site of the furthest sycamore to maintain the aesthetic aspect of the property when viewed from Blackbridge & College Walk.
