The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

We would like to fully remove the cherry tree in the attached picture. We're about the buy the house (Headless Cross) and will complete the works already started by current owner. When looking at the works with our builder, in terms of scheduling, we realised it would be very useful to remove the tree so as to create temporary access for vans/deliveries, with the longer-term view of having a gate in front of a one-car space leading up to the garden. Removing the tree will allow for more space in general, a nicer-looking garden once works completed, and more logical access. In the short-term, it will create a gap with views over to the field behind, but our plan is to enclose the garden fully with hedging - which we hope will look a lot more aesthetically pleasing than it does currently.
