What happens while it is decided

The process from here

This application is with Westminster for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.

The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.

About full applications applications

How this application type works

A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

TREE IDENTIFICATIONT1, T2 & T3 ? Conifer trees (possibly Leyland Cypress or Yew). Located along the rear boundary of No. 79 Third Avenue, as shown on the accompanying sketch plan. The trees are positioned in a line adjacent to the garden wall separating No. 79 Third Avenue and No. 1 Marne Street. DESCRIPTION OF WORKSProposed works: Fell three mature conifer trees (T1, T2, and T3) to ground level. Access for works: Via Marne Street (marked ?X? on the submitted sketch plan). Stump treatment: Due to restricted access to the rear garden, there is no feasible access for mechanical stump grinding. Following felling, the stumps will be treated using eco-plug herbicide to prevent regrowth. The area will then be landscaped, and new planting will be arranged around the treated stumps to maintain visual amenity. Replacement planting: One ornamental replacement tree (e.g. Amelanchier lamarckii or Betula utilis var. jacquemontii) will be planted within the rear garden to sustain tree cover and biodiversity. REASON FOR WORKS The three conifer trees have become excessively tall and dense for the confined garden setting, overshadowing both the applicant?s garden and neighbouring properties. The dense canopy significantly reduces daylight to the rear garden and habitable rooms of No. 79, impacting residential amenity. Their proximity to the house and boundary wall creates ongoing maintenance and structural concerns, including root pressure and leaf/needle debris accumulation. The trees? location and density contribute to reduced airflow and increased dampness, which has led to a noticeable influx of spiders (including large house spiders) and mosquito activity inside the property. The proposed works will alleviate shading, dampness, and pest issues while improving the garden?s usability and condition. Replacement planting will ensure that the site retains appropriate greenery and amenity value consistent with Westminster?s tree protection objectives. ADDITIONAL P
