Planning application

26/00684/FULL

11 Palace Court London W2 4LP

Awaiting decision Westminster Full Planning Permission Application

Proposal

Variation of Condition 1 of planning permission dated 14 August 2025 (RN: 23/06144/FULL) for 'Use of building as 4 no. self-contained residential units (Use Class C3) with associated demolition and replacement of extensions within central courtyard and at roof level; Creation of third floor external terrace; Alterations/replacement of windows; Replacement of rear boundary wall with dwarf wall and metal railings; Installation of air-source heat pumps; and associated works'. Namely to replace green wall within rear lightwell with sedum roof at rear third floor level and at main roof level. Conditions(s) Removal: A living green wall, 9m2 in area, was proposed for the central lightwell. Unfortunately, this location is impractical for sustaining a living green wall due to the lack of daylight. In lieu of the green wall 2 areas of sedum roof are proposed ? on the 3rd floor roof terrace and part of the main flat roof. The sedum roof specification would match the sedum roof currently forming part of the consented scheme on the Mews House roof, adjacent to Ossington Street. Condition 1 - Replace drawings listed on the 23/06144/FULL / 25/01211/ADFULL consent with the drawings submitted as part of the Section 73 application - please see submitted schedule of drawings.

What happens while it is decided

The process from here

This application is with Westminster for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.

The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.

About full applications applications

How this application type works

A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.
