What happens while it is decided
The process from here
This application is with Wandsworth for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

38 Rusholme Road London SW15 3LG
Replacement of certain wooden windows on side and rear of the house - which is in the Rusholme Road conservation area - with UPVC windows. The windows would be made to replicate, as far as possible, the existing windows in terms of size, style and design. This would include all detailing. The finish would be a white wood grain effect, which is indistinguishable from wood, even close up. The property is currently very energy inefficient, having an EPC rating of E. The new windows would be double glazed, replacing single glazed windows. This would significantly reduce energy consumption. The windows at the rear of the house are invisible to the public. The windows at the side are also invisible (at the basement level), or very difficult to see. I note that other windows on the side of various houses in the street have already been changed to UPVC - and that the materials proposed for this job are far closer to a wood resemblance.
