Proposal
On July 16th, I erected a fence in the front garden on the boundary with 11 Bemish Road. It was to protect my family, but particularly my wife, from my neighbour???s extremely intrusive use of CCTV. The camera points directly at our front door and we fear it is being used to intimidate us. A small section of the fence was raised to 2.5 metres specifically to block the camera angle. The rest of the fence is 1.8m to afford greater protection. I would like to submit a planning application to retain the current arrangement while the surveillance camera continues to point at our front door. The context is important. Two years ago, my neighbour installed a camera opposite and only feet away from my teenage daughter???s bedroom window. She wouldn???t get dressed in the room or bring friends back to it throughout her GCSE year. We asked him to move it. We agreed to mediation. We involved the police. We offered to work with our neighbours on any security concerns they have. But we received no response. Eventually, we blocked up the window and moved it to the back of my daughter???s room away from the gaze of the camera. It was a very costly process. Since then, our neighbour has installed cameras that face into our kitchen, our back garden and my son???s bedroom. The flimsy hedge dividing our properties at the front provided no safety barrier either to the camera surveillance or, indeed, to direct contact with my neighbour. My neighbour has previously threatened my wife over the back garden fence and on another occasion my neighbour trespassed onto our property to break a drainpipe. Both incidents were reported to the police. Recently, my neighbour erected two large signs over our rear garden fence, while my wife was alone in the house, threatening further CCTV installations. My wife is frightened about what might happen next. My wife needs to feel safe in her own home. She is currently being treated for the stress this is causing. I was planning to put in a sturdier hedge. But my neighbour has the camera very high up and a hedge does not afford the same level of physical separation. The only quick solution seemed to be a fence. I had it built professionally and in a tasteful way, using the minimum amount of fencing to block the camera and create a barrier between the houses. We are faced with a very difficult situation. The solution we have created is elegant and unobtrusive. None of our neighbours have complained. And critically it separates the two houses at a time of great tension. I have agreed to mediation as a way of reducing tensions, building trust and finding solutions. The police have urged mediation as the best approach too. Our neighbours have refused.
