The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About amendments applications
How this application type works
An amendment application changes a permission that already exists. Non-material amendments cover small adjustments with no wider effect, while minor material amendments, usually made by varying a condition, allow modest design changes without a fresh application. Anything beyond that needs a new permission, so the scope here is deliberately narrow.

T1 Turkey oak Quercus cerris This tree is almost dead and has not been leafing out for the last 2 growing seasons. I would like to dismantle to ground level. It is situated in a shared garden and could start to shedding limbs in the communal area posing a risk. The condition of the branches will rapidly decline. Delayed removal will involve increased risk when climbing to dismantle the tree. There has been a survey done on the tree by Aspect Tree Consultancy, please let me know if you would like a copy.

We are seeking permission to reduce the height of the tree to the level that it has previously been trimmed and to remove a couple of branches that have died, we have had a couple of branches break off during high winds, reducing the height should eliminate this problem and also remove the risk of damage to overhead cables that pass across our property and are currently below one or two of the trees branches.
