The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About householder applications
How this application type works
Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

Because of the extreme height of the tree and being situated on a bank at the rear of my garden I am requesting 50% trimming of height after visit from a tree surgeon. It is an Oak tree with 3 large branches off the trunk. The area on the bank has very strong winds and very concerned as it has grown a lot since the 5 years I have been here and seems much higher than neighbouring trees. If it fell would land on my conservatory and probably roof of the house. I am happy for you to come and view it. reduction of 3 branches from main crown to 50% above ground level, to provide sufficient clearance to property.

TPO Justification : Trees have historically been pollarded and more recently crown reduced. Returning the trees back to a cyclical pollarding regime is a reasonable approach to tree management for holm oak trees within this age group. Short-term there would be a loss of amenity but long-term the pollarding regime will ensure canopy cover is retained by: preventing trees from out-growing there immediate environment and retaining a green feature providing amenity. There is argument that the pollarding regime has lapsed and therefore a reduction back to the previous cut points would be more appropriate; we would appreciate being advised if the Tree Officer feels this is more appropriate. The proposed tree works are as follows: G1 - 20 x Holm oaks running adjacent with Lincombe Drive. To Pollard back to primary pollard points with final cuts made at approximately 1.5 metres above ground level metres from ground level. Initiate a well-balanced candelabra framework for future branch structure to establish. All works carried out to BS 3998:2010 Tree Works Recommendations G2 - Mixed species trees located at the bottom of garden. Crown reduce the height only from 15 metres back to approximately 13 metres from the branch tips back to previous pruning points, while retaining the main framework & shape of the crown & therefore a high proportion of the foliage bearing structure. All pruning cuts to be made at suitable growth points. All works carried out to BS 3998:2010 Tree Works Recommendations G3 - Mixed species trees located at the side boundary of the garden. Crown reduce the height only from approximately 14 metres to approximately 11 metres from the branch tips back to previous pruning points, while retaining the main framework & shape of the crown & therefore a high proportion of the foliage bearing structure. All pruning cuts to be made at suitable growth points. All works carried out to BS 3998:2010 Tree Works Recommendation
