What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

The trees are marked T1 to T6 on the sketch plan ("the Plan") with this Application, and shown on the photographs herewith. The intended works and the reasons for them are described below for each tree. There is no Tree Preservation Order on any of them, and it is thought that no Forestry Commission Felling Licence is needed ("less than 5 cu.m. of timber to be felled in a single quarter"). Please accept this application as notification under TCP Act 1990 s 211 of intended work to trees in Chorleywood Common Conservation Area. T1: Ash tree, T1 on the Plan; Photos T1A to T1E. Proposed action: fell / dismantle to ground level. Reasons: the tree is not a very good specimen of its kind. The crown is irregular and not aesthetically attractive. - T1A. The tree appears to have been pollarded many years ago, and later left to its own devices, which has led to the growth of heavy branches in the lower and middle sections of the crown, and a risk of property damage and / or personal injury if such a branch drops. The canopy is thin, and most of it very thin: T1A, D and E. T1 appears to be much the same age as T2, which has been standing dead for eighteen months or more; the inference is that T1 may be nearing the end of its natural life. It has suffered from significant fungal attack: T1B, where the remains of some bracket-fungus is just visible - at their largest, the fruiting-bodies were up to three or four feet across. Over time, the roots of T1 have significantly lifted the surface of the driveways on either side of the base of the tree: T1B, Crindau, and T1C, The Masters House. We submit that T1 in its present state does not significantly contribute to the amneity of the surrounding area and carries a risk of damaging people and property, and should be felled. If it became practicable to instal solar panels on the roof of The Masters House, any canopy of T1 would intercept an appreciable part of the solar energy to what would otherwise be a suitable place for...
