What withdrawal means
The process from here
The applicant withdrew this application before the council decided it, so it carries no planning weight and no fee refund is automatic. Withdrawal often follows officer feedback that a refusal was likely.
The applicant is free to submit a revised application at any time, and many withdrawn schemes return in amended form, so the site is worth watching if the proposal affected you.
About heritage and listed buildings applications
How this application type works
Heritage applications concern listed buildings and conservation areas. Listed building consent is needed for works, inside or out, that affect the special interest of a listed building, and carrying out such works without consent is a criminal offence. The council weighs harm to the heritage asset against any public benefit of the proposal.

5 x Chamaecyparis 1 x Eucalyptus 7 x mixed Conifers 1 x Magnolia Grandiflora 1. 5 Chamaecyparis planted excessively close together and clustered around a feature well containing a rose bed - proposed to fell them and not replace due to their close proximity to other trees and fruit trees. 2. 1 Eucalyptus to be felled and replaced with a suitable indigenous deciduous specimen tree. This tree is not native and is planted too close to other trees in the garden. 3. 7 mixed Conifers of no particular merit to be felled - they are planted too close to one another and are failing to thrive as a result. They are affecting neighbouring fruit trees and a large Acacia tree planted in the same area. It is proposed to replant with a suitable number of native deciduous specimen trees appropriate to the space and site. 4. 2m crown reduction of Magnolia Grandiflora in the front garden. It has grown to a large size as can be seen from the attached photogaph. The neighbourabutting the tree has expressed concern about its size and it is beginning to encroach over the road and is brushed by buses driving past. I have taken advice from David Cottrell tree surgeon who has visited the site, inspected the trees and whose advice forms the basis of this application. Remarks:
