Proposal
Overview (follow up survey and resistograph): the inspection date in December was useful to see the tree in dormancy. The extensive dieback was quite apparent and not disguised by foliage. The consistency of this dieback and the diameter of some dying stems (approx 100mm) implies that the tree is in non reversible retrenchment. Significant targets below include pedestrian areas and parking so the tree is currently presenting a hazardous status. I cannot confirm whether the minute fruiting body is Kretzschmaria deusta as the fungal strategy of this pathogen is a Spring/early Summer one (fruiting body formation). Resistograph testing was carried out on the 18 December 013 on the north and sides just above ground level in between buttresses at a 10 degree angle. No structural compromise was recorded, however the level of resistance (hardness) would imply an element of brittleness prior to more advanced decay which is normally a "white rot". There is evidence of construction activities within the root protection area and the tree also is slightly suppressed from two quite dominant neighbours trees. On the basis of the above I believe that any mitigation pruning would not be effective in the long term and that the tree should be felled on safety grounds. The tree is subject to a TPO and replanting in this area requires a carefully chosen species to deal with dappled shade so I would suggest a Quercus ilex (Evergreen Oak) or a Pseudotsuga menziesii (Douglas Fir).

Ash (T2 of TPO 09/2019) - Reduce back crown over single storey block D4 by a maximum of 4m at its widest point (work mainly relates to over extended limbs over roof). Reduce back low branches over the roof to create 3m clearance. Cutback branches from front of the adjacent building (D6) to create 2-3m clearance. To help balance the crown, reduce remaining crown by approx. 2m. To avoid altering the balance of the tree as a whole, the crown of the tree should be reduced in proportion to its original shape. All pruning cuts must be made at branch junctions, leaving sufficient live growth to maintain or enhance crown form.
