Planning application

St Leonard's Churchyard, Prospect Place, Watlington, Oxon, OX49 5PQ

Decided South Oxfordshire P14/S4447/TCA Works to trees in CA

Works: Trees

Decided. The decision notice on the council portal carries the outcome in full, including any conditions.

Proposal

T1 - Yew tree We have consulted a tree surgeon who stated that whilst it is hard to estimate the age of yew trees in particular, without the photographic evidence he suggested 100-200 years. The photographic evidence clearly narrows that date range. We may therefore conclude that the yew tree currently growing beside the 1792 tomb probably dates from around 1900 (midway between 1880 and 1900). Opinion of Tree Surgeon regarding safety However, although the tree appears at first glance to be a single stem, the surgeon advised that the tree is not a single stem but a co-dominant stem, creating a point of weakness where the two stems diverge. He further advised that if the church-side stem were to fall for any reason it would do so towards the church, with a potential for major damage to the chancel and the lady chapel, including the Kempe windows. Given that: a) the 1792 tomb tree is almost certainly no older than 100 years; b) it causes repeated damage to the grade II* listed church in that, despite pruning, it sheds dead leaves into the valley between the chancel and lady chapel roofs, creating leaks that have repeatedly soaked the roof timbers and internal wall of the lady chapel; c) it blocks the light from the two CE Kempe east windows of the church, thereby substantially reducing their visual impact and detracting from the Kempe's work and from the overall aesthetic value of the grade II* church; d) it is jeopardising the continued existence of the grade II listed 1792 tomb; e) if the tree were to fail at its point of weakness, there is potential for major damage to the grade II* listed church. Permission is therefore requested to fell the said yew tree and treat the stump so as to prevent any regrowth. The church would be prepared to plant a replacement tree elsewhere in the churchyard. T1: Birch: Twin stemmed Birch with a crown break a couple of feet above ground level. This tree has had cobra bracing installed and has previously had a crown reduction undertaken due to the applicants concerns over its safety with its close proximity to their own and neighbouring properties and the high volume of pedestrians who walk past the house particularly during the school pick up and drop off timings. The applicant wishes to reduce the height of the tree by 4 metres, to a point just above the previous pruning points and the lateral branches by up to 1 metre. T2, T3 and T4: Birch: Applicant wishes to carry out a 2m crown reduction of all 3 trees. These trees were planted by the applicant on the basis that they would be maintained as small trees owing to the size of space in this area of the garden and the proximity of buildings.

There are two trees in the front garden Permission is requested to fell both trees. Tree 1 = Weeping Birch Tree Tree 2 = Maple Tree Weeping Birch (Tree 1) This has become too large for the site, the roots are lifting the paving around it, making it a trip hazard. Roots have also entered the nearby drains, causing problems. Permission is sought to fell the tree, to make safe access to the property and to make space on the driveway for off street parking. (There is a nearby primary school, and parking can be a challenge.) Maple (Tree 2) This tree has also become too big for its location, which is very close to the boundary of No. 5 and No. 7 Vicarage Rd, causing lifting of the paving around it. It is also very close to both houses. Permission is sought to fell this tree.
