Planning application

R21/0655

62, LIME TREE AVENUE, RUGBY, CV22 7QT

Granted Rugby Works to trees

Proposal

T1 Lime at front of property, part of the run of avenue trees, tree has extensive basal decay which has hollowed the stem and has two openings in the lower stem. Decay at this extent even though the tree is relatively well sheltered is a concern due to its proximity to a busy road and walking route. Cut to ground and replace with another Lime. stem diameter at 0.5m height from ground is 40cm, cavity at this height is 30cm deep, (diameter) from opening on North side. North side cavity opening is from ground to 72cm height(x 8-10cm width), inside this cavity decay extends another 30cm below ground level and upward from ground 1.8-2m height. Cavity on South side of main stem opening starts at 64cm from ground and is 55cm in height,(10-12cm width), this then extends approx 0.6m upwards into main stem. Wound roll is pronounced, indicating these are old wounds that have simply rotted out over time, but wall thickness is roughly 10cm on tree at approx 22m height, over busy pedestrian thoroughfare. Tree is reasonably sheltered within the group but already has three large pieces of deadwood within the crown even though these trees were all dead wooded 24 months previously, this would indicate a decline in vigour.

What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About trees applications

How this application type works

Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.
