The process from here
This application is with Rochford for determination. The council publicises it, consults neighbours and technical bodies where required, and weighs the responses against local and national planning policy.
The statutory target is eight weeks for most applications and thirteen for major development, though extensions of time are common. Comments carry most weight while the case is undecided, so check the council portal for the deadline if you want to respond.
About conditions applications
How this application type works
This type of application deals with conditions attached to an existing permission, either by supplying the details a condition requires, called discharging it, or by asking to vary or remove one. It does not reopen the principle of the permission itself. Building often cannot lawfully start, or continue past a set stage, until the named conditions are discharged.

To Vary Condition Number 8 of Application Reference Number: 23/00389/FUL Date of Decision: 06/03/2024 Condition 8 relates to the delivery of the submitted Flood Risk Assessment and the mitigation measures set out therein. The Applicant is seeking to vary the wording of this condition to reflect the use of 5l/s run-off rates for the site on the drainage scheme. Accordingly, the condition wording is proposed to be varied as follows (changes shown in highlighted): Condition 8 The development permitted by this planning permission shall be carried out in accordance with the approved Flood Risk Assessment and the following mitigation measures detailed within the FRA: - Infiltration testing in line with BRE365. If infiltration is found to be unviable, the run-off rates from the Site should be limited to 1 5L/s. - Provide attenuation storage (including locations on a layout plan) for all storm events up to and including the 1:100 year storm event inclusive of climate change.
