The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

Mature horse chestnut (conker) tree, 400cm trunk circumference at 1m height so between 150 to 200 years old. Canopy is 5m to 25m tall with a spread of 10m in diameter. The tree has had it's canopy reduced previously and one tree surgeon has informed me that it would be difficult to so again down to the age of the tree and the severity of the cuts required - he said it's likely that the tree wouldn't survive. Another tree surgeon said the severity of the cuts would not leave a pleasant looking tree if it did survive. So my conclusion is that the tree is just too big for where it is. It actually gives a negative amenity by being too over bearing in such a confined space. I propose that it's removed completely.
