What this refusal means

Richmond upon Thames refused this application for the reasons on the decision notice; only the applicant can appeal, and refused schemes often return in revised form. More in our guide to what happens after a planning decision.

About householder applications

Householder applications cover work to an existing house and its garden, such as extensions, lofts and outbuildings, and cannot create a separate dwelling or change what the building is used for. More in our guide to planning application types.

TPO TT011 Tilia. On the boundary line of 9/10 Beaulieu Close, TW1 2JR & 36 Denton Road, TW1 2HQ. Current height - circa 40ft (12m) Current span - circa 20ft (6m) Proposing to reduce the crown height by circa 10ft (3.5m) and the lateral branches by circa 3ft (1m). The tree has severe decay in the crown and this is also evident in the main stem 2 meters from ground level. The proposed reduction is to minimise the weight in the crown to reduce the risk of the tree failing. Removal of upper decaying limbs, thereby reducing the crown height as identified in the attached photographs. Reduction of remaining limbs so that the tree remains balanced and aesthetically pleasing. Professional, qualified advice and report given by Aaron Barclay in December 2022 (Woodfellers Arboricultralists, Website: Woodfellers.uk, Mobile 07771 395 717) '.....there is severe decay in the crown and this is also evident in the main stem, 2 meters from ground level. Whilst climbing the tree there was more movement than usual in the centre stem, suggesting that the heart wood is not completely healthy. We would suggest heavily reducing the tree to minimise the weight in the crown and limit the risk of the tree failing. In the image attached I have drawn red circles highlighting the main decay in the crown (photos attached to this application). The yellow highlight is where I suggest the crown is reduced to, with the large limb over the garden to be removed. The rest of the lateral limbs should be reduced/pollarded holistically to maintain good shape'

T1 Horse chestnut - Over extended limb towards building requires weight reduction 5m. An overall weight reduction is also required. I propose to reduce the entire tree by 4 metres. Current height 22m, tree height will be 18m high. Width currently 20m, width will be left at 16m, depending on wether the extended limb is permitted to be reduced to 6m. If so the the width would result in being 14m Remove basal growth up to 6m. T2 Horse chestnut - Remove this tree. This smaller tree within the row has Rust spots from 2 metres upwards indicating Canker infection. There are the fruiting body remains of a further disease at the base of this tree which cannot be identified at this stage. With the tree being located over a busy footpath & road i recommend removal of this tree. (See photos) T3 Horse chestnut - An overall weight reduction is required. I propose to reduce the height and roadside branches tree by 4 metres. Current height 22m, tree height will be 18m high. Width currently 16m, width will be left at 12m. Remove basal growth up to 6m. (See Photos) T4 Horse chestnut - An overall weight reduction is required. I propose to reduce the entire tree by 4 metres. Current height 18m, tree height will be 14m high. Width currently 18m, width will be left at 14m. Remove basal growth up to 6m. There is also an area at the base of this tree which has the remains of fungal fruiting bodies but again the disease cannot be identified due to the advanced state of decay. T5 Horse chestnut - An overall weight reduction is required. I propose to reduce the entire tree by 8 metres. Current height 20m, tree height will be 12m high. Width currently 16m, width will be left at 8m. Remove basal growth up to 7m. The base has a large wound where compost has been built up over the years and bleeding canker is present on this tree. The weight is very one sided. The wall has shifted significantly and the road has been lifted due to the root damage. T6 Self sown Ash - Remove tree. this tree...
