What refusal means
The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About trees applications
How this application type works
Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.

Land Near The Side Boundary Of 106 Alpine Road Redhill Surrey RH1 2LF
T1, Oak - To shorten house side only lateral branches by circa 2.5m back to a point roughly in line with pre-pruned lower laterals. To shorten re-grown lower laterals back to last pruning points. Current canopy spread/radius on house side is circa 8m. Reasons, lower lateral branches on the house side have previously been shortened to separate from house by circa 2m, however upper lateral branches were not shortened and remain overhanging the house roof by Circa 2m. The tree is in close proximity to 106 Alpine Road, and the overhanging canopy is now overly dominant, both in relation to the house and reasonable enjoyment of the small rear garden.

APPROVAL FOR T1 ONLY T1 Beech (Fagus sylvatica): Multi-stem specimen, three co-dominant stems. Crown reduce by 2.5-3m all round with selective end eight removal on all three stems to redistribute loading and reduce leverage on stem unions. Subject to TPO: RE1204

25 Courtlands Crescent Banstead Surrey SM7 2PL
MODIFIED SEPECIFICATION SEE CONDITION 2 T1 - Beech - All round crown reduction by 2 meters. T2 - Sycamore - Re-pollard to previous points (approx. 2m reduction). T3 - Beech -All round crown reduction by 2 meters. This work represents the continuation of an established pollarding cycle to manage the tree's canopy weight. The reductions are necessary to maintain statutory clearance over the adjacent public highway and footway. Managing the crown via this routine cycle mitigates excessive seasonal shading.

T1: Beech (rear garden, left tree) - Reduce overall canopy by 2m to appropriate growth points, following BS3998 standards. The aim of the reduction is to minimise the chance of failure and to keep the tree maintained at a reasonable size before a more drastic reduction may be needed in the future. There is a poor V-shaped union between two co-dominant stems, which the reduction will reduce tip weight and minimise sail. The reduction will also aim to maintain a natural looking tree, pruning to appropriate growth points. T2: Lime (rear garden, right tree) - Reduce height of canopy by 3m and laterals reduce by 2m to appropriate growth points, following BS3998 standards. Epicormic growth to be removed from the main stem. The aim of the reduction is to keep the tree managed and to reduce the risk of failure. The tree has been lifted to 60% of its height, canopy starting at 11m. The reduction will lessen the sail, whilst keeping the tree maintained at reasonable points before a more drastic reduction is required in the future. The reduction will also aim to create a more visually appealing shape, whilst maintaining a natural looking tree. All major deadwood of 25mm in diameter or larger to be removed from both trees.
