The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About conditions applications
How this application type works
This type of application deals with conditions attached to an existing permission, either by supplying the details a condition requires, called discharging it, or by asking to vary or remove one. It does not reopen the principle of the permission itself. Building often cannot lawfully start, or continue past a set stage, until the named conditions are discharged.

T1 Oak Tree adjacent to driveway entrance - Following the clients concerns having found a fungal fruiting body at the base of the tree it has been assessed. It is believed that the fungal bracket that was removed from the base is ganoderma resinaceum. There is a patch of mechanical damage on the north side buttress where the fruiting body was located. The tree has above average deadwood throughout the crown and overhangs the driveway and road with an offset crown biased to the south and west. Current crown spread: North 3m, east 4m, south 9m, west 9m and height 17M. Recommendations for works: Remove all major deadwood and crown reduce by up to 3m in height and 3m lateral spread leaving a residual crown radius of 6m on the south and west sides and a finished height of 14m. Crown lift to 5m over the carriageway and 3m over the garden. This will reduce the mechanical loading on the base of the main stem and aid retention of the tree.

There is a small ash tree that is in the roadside hedge on Wray common road. Earlier in the year I discussed with the owner signs of ash dieback and to come back early in 2024 to check on its condition. Last week a drunk driver crashed into the hedge at the base of the tree. The fence is in the middle of the hedge and now needs replacing. The ash tree has grown through the hedge and is punching the fence over. The tree and part of the hedge must be removed to allow the broken fence to be replaced.
