    Holm Oak. To come down to hedge height as shown in pictures. which is approx a 5 metrre reduction. This is to remove a lot of the weight off the tree and bring it back to a stronger and more balanced shape. With the decay at the base we feel its necessary to give it the best change so it can focus growth closer to the trunk, which in turn will reduce the risk of branch failure. This tree is putting a large amount of pressure on the wall if allowed to continue growing there is a likelihood this would damage the structural integrity of the wall. Overhanging neighbouring property causing concerns for property, fencing and increased shade to their garden. Excessive cavity that has decay within at base of tree as shown in photos. This needs to be monitored. Ultimately we are wanting to preserve the tree with steps in order to help it as much as possible so we don't loose it completely.

Final pruning cuts should follow the positions shown in the submitted photographs. Pruning aims to reduce end-weight and mechanical loading on the cavity located just below the first-order branch junction. All cuts are to be made to appropriate secondary growth points, in accordance with BS3998:2010. Justification for Work A cavity is present below the first-order branch junction, which reduces the structural integrity at a key load-bearing point. Crown reduction will decrease lever arm forces acting on the defective area and mitigate the risk of branch or stem failure. T10 - 1x Beech Tree Crown reduce the tree overall by pruning back to the previous pruning points, whilst retaining the main framework and natural shape of the crown, thereby maintaining a high proportion of the foliage-bearing structure. Reduce the height of the tree by approximately 2.0 metres, leaving a final overall height of approximately 8.0 metres. Reduce the radial crown spread by approximately 2.0 metres, leaving a final radial spread of approximately 8.0 metres at all compass points. Individual final pruning wounds shall not exceed 40 mm in diameter. T16 - 1x Beech Tree Crown lift over the driveway only by removing secondary and sub-lateral branch growth, to provide a vertical clearance of approximately 6.0 metres between ground level and the lowest foliage tips, thereby achieving the desired clearance. All works shall retain the natural form of the crown and avoid the creation of large pruning wounds. Individual pruning wounds shall not exceed 40 mm in diameter. All arisings to be removed from site and returned to a Devon Tree Services depot for recycling, leaving the area safe, clean, and tidy. TPO & Conservation Area Application -Justification Statement The proposed tree works form part of an ongoing cyclical management programme aimed at maintaining the long term health, structural integrity and safe retention of the tree stock. Crown raise the eastern stem to 5m above ground level to reduce load on the sagged limb. Prune to achieve a 2m clearance from the garage. Prune to achieve a 1m clearance from the telecoms wore. Use a maximum cut diameter of 125mm. Comments: Main stem divides at 1.5m into 5 stems. Some included bark present but no signs of excessive movement. The stems are extensive and have notable leans, most of all in the SW stem. The crown density is below average, more so in southern stem where there is several dead branches 100mm diameter. The eastern stem is subdominant, it looks to have sagged and likely contains some cracking. 778 Monterey Cypress: Reduce the spread of the lowest 2 limbs in the eastern aspect by 1.5m by selective branch removal. Remove hanging branches at approximately 12m above ground level. Use a 100mm maximum cut diameter. Comments: Triple stemmed from 1.5m. significant crown bias to the east. Ivy on main stems. Extensive lateral branches in eastern aspect. There is at least one broken branch suspended over the neighbours garage at approximately 12m above ground level. 779 Monterey Cypress: Remove the hanging branch near the top of the tree. Remove ivy. Prune to achieve a 2m clearance from the garage. Reduce the spread of lowest eastern branch by 2m and crown raise it by 2m. Use a 100mm maximum cut diameter. Comments: Dog-legged main stem with significant crown bias to the SW. Crown growing with 1m of garage. Ivy growth on main stem. Volume of decay suspected in main stem. Obscured by ivy, but considered contained. Lowest branch in eastern aspect is extensive with excessive end loading suspected.     T1 Ash (Fell, stump to remain) T1 is an Ash tree that, based on its size, was clearly planted after 1967 and therefore does not fall under historic TPO protection. The upper crown of the Ash is directly interfering with the first-order branches of the adjacent Oak, disrupting its natural crown architecture and long-term structural development. Felling is required to prevent ongoing suppression and deformation of the Oaks primary scaffold limbs. The stump must remain in place, as removal would damage the Oak?s structural root plate, which provides essential anchorage and stability. T2 Oak (Repollard) T2 is an Oak that, from its size, was evidently planted after 1967. The crown shows visible decline, with reduced vitality and dieback consistent with stress and age-related retrenchment. Repollarding is recommended to reduce biomechanical loading, slow the decline process, and retain the tree safely within its setting. This approach aligns with BS3998:2010 guidance for managing declining pollards. T3 Oak (Coppice following failure) T3 has already suffered partial failure due to a combination of structural and physiological defects. A large vertical cavity in the lower stem indicates advanced internal decay, and the loss of key structural components has left the remaining sections unstable. Bark and sapwood deterioration, combined with exposed, non-adaptive tissues, show a very low likelihood of recovery. The tree presents a clear risk of further failure, and pruning is not a viable mitigation. Coppicing is advised to reduce risk while allowing regrowth from a stable base. T4 Mimosa (Fell) T4 is a Mimosa that, based on its size, was planted after 1967 and is not visible to the wider public. The tree?s slender form and limited structural robustness make it unsuitable for long-term retention. Felling is appropriate due to its low amenity value, limited public visibility, and species-specific structural limitations. T5 Lawsons Cypress (Fell) T5 is a Lawsons

    Justification for Felling T2 and T3 Pittosporum 1. Species Unsuitability for the Location Both T2 and T3 are Pittosporum, a species generally used as ornamental screening shrubs. They are not suitable for long-term retention as large trees in a confined, built-up commercial setting. When allowed to grow beyond their intended size, Pittosporum develop: - Weak, multi-stemmed forms - Shallow, spreading root systems - Poor structural resilience under load This makes them unsuitable for retention near buildings, walls, and guest areas. 2. Structural Damage to the Retaining Wall The trees are causing active structural damage to the stone wall at the hotel entrance. Signs include: - A full-height vertical split - Outward displacement of masonry - Root pressure from behind the wall Ivy-laden stems worsen moisture retention and decay. This represents direct physical damage, which is a valid and accepted reason for felling within a TPO Area. 3. Foreseeable Risk of Failure The combination of: - Root pressure against a failing wall - Multi-stemmed, ivy-laden crowns - Suppressed growth form coupled with proximity to the hotel entrance, driveway, and pedestrian routes, creates a foreseeable risk of partial or complete tree failure. In a hotel environment with constant public access, the acceptable risk threshold is low. Pruning would not resolve the underlying structural issues and could accelerate decline, contrary to BS3998:2010. 4. Limited Management Options Crown reduction would not relieve root pressure or stabilise the failing wall. Repeated pruning would create large wounds and increase the risk of decay. Root pruning is not feasible without destabilising the trees or further damaging the wall. Retention would require wall reconstruction, which cannot be safely undertaken while the trees remain in place. Felling is therefore the only proportionate and practical option. 5. Replacement Planting Commitment To uphold the amenity value within the TPO Area

In order to protect the tree we would like to carry out some minor crown thinning by about 20% to reduce wind sail area. T2 Spruce - This tree is approximately 60ft in height and is located quite close to the rear of the property. A fir tree of similar height came down during the recent storms and we are concerned that this tree may also have fallen. It was noted to be swaying much more than normal and when stood on the ground beneath it a small amount of movement could be felt.
