    T1 Weeping willow Observations: T1 is a mature weeping willow. On 12/03/26, T1 shed a substantial limb, which narrowly missed a worker on site. Following this, a medium sized branch remained hanging in the canopy and was partially attached. This posed an immediate safety hazard and had the potential to cause injury or damage if it were to fall. We then conducted emergency works 13/03/26. RETROSPECTIVE TPO APPLICATION: 13/03/26 - SBTS email to Planning South - [email protected] 'Good afternoon, We have been called to a residential emergency today at - Chiltern House, 5 Plowden Park, Aston Rowant, OX49 5SX. There is a mature TPO weeping willow on the front boundary which, in yesterday's high wind speeds, has had a significant limb fail. As it stands, another limb has snapped and is currently barely hanging on and will drop at any given moment - see photos attached. This is a kind notification of intent to undergo emergency works, due to the urgent nature of these limb failures. A primary school is located very nearby, which compounds the urgency of these works as a matter of health and safety. We will be attending the property this afternoon to make the tree safe. Any further recommended works will of course be submitted in a planning application. Kindest regards, Estella' Further Observations: A ground level inspection of the tree indicates that it otherwise appears to be in generally healthy condition. There are no visible signs of decay or fungus, and no structural defects present. Following the removal of the hanging branch, a crown reduction of approximately 5 meters is proposed in order to reduce the canopy weight, helping to minimise any further limb failure. The location being near a primary school must be taken into consideration. Recommendations: Crown Reduction - Reducing the height and spread of the tree by up to 5 metres.

It has been planted within 0.5 metres of the road and directly below multiple utility cables. Due to these constraints, and the increased risk of potential damage to people or property caused by large cones falling into the road, the tree's long-term potential is limited. Removal is therefore considered the only feasible option, as pruning options for this species are limited. T3 - This tree was originally planted as part of the hedge but has been unmanaged and has established into a small tree. It has developed a crown that is dominant on one side due to suppression from the neighbouring Birch tree. Removal will allow the hedge to be managed and maintained as a uniform hedge. T4 - This is a leaning tree that is heavily clad in ivy. The tree is unsuitable for its location and, due to limited pruning options, removal is considered the most appropriate management option. The property owner intends to renovate the garden and has indicated that they plan to plant more suitable trees that would enhance the surrounding environment.

    Cedar of Lebanon on the island at the end of the cul-de-sac - fell. The tree has undergone regular surveys and testing dating back to 2006. In 2006 it was concluded that the tree was likely to have major basal decay and significant decay within the stem. In 2023 the testing concluded that the trunk of the tree was marginally within the limits of structural integrity (although that isn't to say the tree could not fail nevertheless). In 2024 further testing concluded that decay appears to have extended since the previous test. There has been historic limb failures including a particularly large limb. Expert opinion is in accord that the tree is reaching the end of its safe useful life expectancy and that regrettably the tree should be felled with a replacement tree being provided in the same position.

Reasons for Works: T1 & T6: Both trees have decay pockets at the base with multiple entry points. There is evidence that these have coalesced, compromising the structural integrity of the trees and rendering them unsuitable for retention. T2: There is evidence of suspected Sesia apiformis, consistent with the numerous exit holes around the base of the tree. In addition, there appears to be browsing damage around the majority of the basal area. As a result, decay has developed at the base of the tree, making it unsuitable for retention. T3: The tree is in a terminal state of decline, having already shed approximately half of its upper crown. There are a number of unidentified fungal brackets present within the upper canopy; however, due to their location they cannot be clearly identified. Given the tree's condition and the presence of a regularly used garden path beneath, the tree is no longer suitable for retention. T5: Historic basal failure has led to the onset of decay, and retention of the tree is no longer practical. T7: The tree has historic limb failure with a large decay pocket extending down the stem. The proposed works are to reduce end weight and minimise the risk of further failure and potential damage to the horse stable below.
