What refusal means

The process from here

The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.

Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.

About householder applications

How this application type works

Householder applications cover work to an existing house and its garden: extensions, loft and garage conversions, porches, outbuildings and similar alterations within the boundary of the home. They cannot be used to create a separate dwelling or change what the building is used for. Councils aim to decide them within eight weeks, and immediate neighbours are usually notified and given a chance to comment.

Tree T8 ? Common Lime (Tilia ? europaea) Tree T8 is a mature Common Lime positioned immediately adjacent to the property's dry-stone boundary wall. Evidence observed during the inspection indicates that the tree has contributed to inward movement of the wall towards the garden, most noticeably following recent winter weather and prolonged saturated ground conditions. The tree has previously undergone crown reduction to lessen excessive end-weight over the property; however, canopy regrowth has restored significant sail effect and loading. Given the observed wall displacement, the tree's size, and its proximity to the property, further pruning is unlikely to provide a satisfactory long-term solution. Removal is therefore recommended to eliminate the risk of continued structural movement and prevent further damage to the boundary wall while maintaining public and property safety. Tree T9 ? Common Lime (Tilia ? europaea) Tree T9 is another mature Common Lime that has previously been managed through crown reduction due to its proximity to the property and excessive canopy weight. The tree remains in good physiological condition but has regenerated a large, dense crown, increasing wind loading and mechanical stress on the stem and rooting system. A pollard to approximately 8 metres above ground level is recommended. Lime responds well to pollarding, and this work will significantly reduce sail effect, encourage vigorous regeneration, improve long-term structural stability, and retain the tree as an important landscape feature. Tree T10 ? Common Lime (Tilia ? europaea) Tree T10 is of similar age, size and condition to T9 and has also been previously managed. The canopy has regenerated substantially, resulting in increased wind loading and canopy weight. Pollarding to approximately 8 metres is recommended to reduce structural loading, minimise future risk, and establish a sustainable long-term management cycle. This approach will retain the tree while promoting hea
