Proposed Change of Use Permission is sought to change the use of the property from a residential dwelling (Use Class C3) to a residential children?s home (Use Class C2). Proposed Use ? Full Description: The development will convert the existing dwelling into a small-scale children?s home providing accommodation and care for up to three young people with Emotional and Behavioural Difficulties (EBD). The home will be staffed 24 hours a day by qualified carers to ensure residents? safety, stability, and wellbeing. Scale and Nature of Use: ? Number of residents: Up to three young people at any one time. ? Staffing: A rotational shift system will provide continuous on-site care. There will be a minimum of three staff members present at all times to supervise and support the children. Two additional staff members will remain on a sleep-in basis overnight to offer emergency support if required. Operations and Activities: The home will operate in a manner comparable to a family household. Staff will provide day-to-day care, structure, and guidance, including: ? Routine domestic tasks such as cooking, cleaning, and assistance with personal care. ? Educational and recreational support, including school attendance, extracurricular activities, and hobbies. ? Access to therapeutic interventions (e.g., counselling or behaviour support), typically delivered off-site when needed. Plant and Equipment: No industrial or commercial machinery will be installed. The home will use only standard domestic appliances (e.g., washing machine, oven) and computers for administrative and educational purposes. Hours of Operation: The children?s home will operate 24 hours a day, seven days a week, as a full-time residential setting. Staff shift patterns are designed to ensure continuous supervision while minimising any impact on neighbouring properties.
