Planning application

Millfield House Mathern Road Mathern Monmouthshire NP16 6JD

Granted Monmouthshire DM/2024/01478 Works to trees in a Con Area

Works: Trees

Permission granted. Work must normally begin within five years of the decision or the permission lapses.

Proposal

Beech Tree on the boundary of Millfield, School House and 1/2 Stepaside. Tree does not have a TPO, but is in a conservation area. Tree is within 3 metres of Millfield's building, and overhangs all the properties, blocking light, and preventing necessary work on the garage roof of Millfield. Millfield is going to have solar panels, and the location is to be the roof of the garage - impossible given the tree overhang. The tree canopy was reduced about 10 years ago, and has therefore created large side branches. Request is to remove the tree but, if not, to reduce the canopy and remove low side branches that will otherwise grow into buildings, reducing the tree by at least 30% overall.

What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within five years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About trees applications

How this application type works

Tree applications cover work to protected trees: those under a tree preservation order need consent for pruning or felling, and trees in a conservation area need six weeks written notice before work starts. The council assesses the amenity value of the tree and can refuse consent, approve it with conditions, or in conservation areas make a preservation order in response.
