The tree looks to have been coppiced in it's past resulting in it growing multi stemmed with tight unions and impacted bark at the base making it a cause for concern for safety reasons. T2 Conifer - Remove to ground level. Again the residents of St Josephs Court would like this removed for light reasons.

This will compact the tree and remove the outer dead branches creating a crown lower with live growth. Works are on the grounds of safety and the trees long term life. Early signs of die back in the upper canopy which is common with this species.
