A minimum of two care staff and one manager shall be present on-site at all times. On occasions such as staff changeover, training, supervision, or team meetings, the total number of staff on-site shall not exceed nine, and such occasions shall be limited to no more than once per month between the hours of 10:00 - 14:00.'
