INVALID - After originally planning to carry out this development in 2020, this was postponed due to Covid, as my wife was shielding, and also her mother died in April 2020. We are now planning to carry out a development in 2021 but have decided to reduce the scope of the development which received planning permission (a two storey extension with a single storey side extension) to a single storey extension with the same footprint at the rear of the house and a reduced side extension which leaves the front part of the garage unchanged. As the proposed development is single storey, less than 6 metres from the detached house and with a height of less than 3 metres the development would probably now fall within the scope of a permitted development. However, following an email exchange with Mr Shamal London of Harrow Planning Department, he suggested a non material amendment to our existing permission is the best way forward. The reason it is non material is that the development is a significant reduction in impact on the neighbourhood compared to the approved plans. The footprint is identical at the rear but all single storey, while there is no side extension at the front as the existing garage is being retained. There is now virtually no impact on the aspect of the house from the front, apart from the previously approved windows either side of the front door, as the single storey extension with flat roof will not be visible from the road. There is also significantly less impact on neighbours on either side as there is no second storey and, as before, there are existing buildings on the boundary of both neighbours. On the North side (no. 81) there will be no visual impact and on the South side (no. 77) the impact on their boundary is under half that agreed in Planning Permission P/3613/19. We already have a party wall agreement in place for the previous larger extension.
