In my opinion, risk of failure is high due to shallow angle of growth away from surrounding trees, restricted growth on the stem due to choking ivy, excess weight in crown from ivy. Failure will lead to damage to neighbours fruit tree and fence. Applying for 5 day notice to avoid damage to neighbours garden over the Christmas period
