What a grant of permission means
The process from here
Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.
Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.
About lawful development applications
How this application type works
A lawful development certificate is a legal determination, not a planning judgement. It asks the council to confirm either that existing use or works are lawful, often through the passage of time, or that a proposal would not need planning permission at all. The applicant must prove the facts; the merits of the scheme are not considered.

There is a lime tree on our property - one of 3 trees in our front garden at 60 Lee Road, SE3 9DA. It is currently approximately 20-25 metres tall. When getting this tree examined by a tree surgeon we discovered that there is currently a hole in the trunk - approximately a foot wide on one side and only a few inches wide on the other, but enough to push a stick or pole all the way through. I have a plan to deal with it, but I think (though I'm not sure, as I can't find it on the TPO database) that is it subject to a TPO. I want to check that plan with you. Given that this tree is close to our house, and close to Lee Road, which is obviously a public highway, I want to get this work done as soon as possible, before the leaf cover gets fuller. I appreciate that covid may mean site visits are out, but could someone call me this week on 07961 466033, perhaps we could FaceTime. I'm attaching 2 photos - one is the tree from the other side of the road, and the other is a close-up showing the hole in the trunk.
