Permission granted. Work must normally begin within three years of the decision or the permission lapses.

Proposal

Compliance with Condition 2 of Planning Permission 21/03842/FULL - NO DEVELOPMENT SHALL COMMENCE ON SITE until the risk of actual or potential land contamination at the site has been investigated and a Preliminary Risk Assessment (Phase I Desk Study) has been submitted by the developer to and approved in writing by the planning authority. Where further investigation is recommended in the Preliminary Risk Assessment, no development shall commence until a suitable Intrusive Investigation (Phase II Investigation Report) has been submitted by the developer to and approved in writing by the planning authority. What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About conditions applications

How this application type works

This type of application deals with conditions attached to an existing permission, either by supplying the details a condition requires, called discharging it, or by asking to vary or remove one. It does not reopen the principle of the permission itself. Building often cannot lawfully start, or continue past a set stage, until the named conditions are discharged.
