What a grant of permission means

The process from here

Permission has been granted, usually subject to conditions listed on the decision notice, some of which must be discharged before work starts. The decision notice on the council portal sets out exactly what was approved.

Work must normally begin within three years of the decision or the permission lapses. Neighbours cannot appeal a grant; challenging one means judicial review of how the decision was made, within tight time limits.

About full applications applications

How this application type works

A full application seeks permission for a complete, detailed proposal in one go: siting, design, access and landscaping are all fixed at this stage. It is the standard route for new buildings, conversions and changes of use. The statutory target is eight weeks for smaller schemes and thirteen weeks for major development, though complex cases often take longer by agreement.

T1 - Monterey Pine - Thin the density of the lowest primary lateral branch (which directly overhangs the front garden of the adjacent property) by 30%. This will consist of third order growth only, natural target pruning, and dead wood. Diameter cuts made will be restricted to 2 inch diameter. Reasons - Residents have been worried about this branch for many years. Re-assurance has been provided, and weight removed in the past. The proposed work is designed to reduce the 'sail effect' of the canopy, without adversely affecting the vigour and health of the limb/tree. T2 - Dying Yes tree - Reduce to approximately 6 metres high, or the bowl of the main stem. Reasons - The tree is dying, with very little living growth left. The work is essentially a pollard, and a last chance effort to invigorate the tree into producing foliage. Although pollarding does not always work, this tree will not survive, and start dropping the dead lateral branches. Reducing the size of a crown can concentrate a trees resources into producing new foliage, and so this remedial work is recommended. T3 - Holm Oak - Reduce one stem overhanging the rear gardens of Canterbury Rd by 4 metres. Cut size of approx. 27cm. The stem in question comes into contact (lower down) with the previously reduced stem overhanging the gardens. Reasons - The stem originates from a groups of stems forming the crown of the tree. The tree was coppiced earlier in its life, hence the multi stemmed re-growth. This re-growth is inherently weak, and there are significant lateral forces exerted, especially in high winds, making it likely for stems to fail at the original union. Currently the stem in question moves to a greater degree (observed in moderate winds) when compared with the rest of the crown. Therefore this work is recommended. T1 - Oak, three stemmed tree bifurcating at approximately 2m above ground level (AGL). Eastern stem - reduce by 2m, maximum diameter of cut (MDC) 50mm. Northern stem - reduce limb arising at 7m AGL by 2m, MDC 50mm. South-western stem - reduce by 2.5m, MDC 75mm. Reduce limb growing north arising at 4m AGL by 3m, MDC 75mm. Crown lift to 3m AGL. This large tree's limbs and branches are extending beyond the rest of the canopy and the intended reduction is to alleviate the weight stresses throughout the tree's limbs and unions. The works are considered arboriculturally appropriate.

Remove dead branches throughout the crown where they present a clear risk of falling into the garden, sheds or boundary fence. Remove broken or hanging branches at risk of detachment, limited to secondary and tertiary branches only, maximum cut diameter 80 mm. Crown lift to provide 2 m clearance above garden level by removing selected small secondary and tertiary branches only, maximum cut diameter 50 mm. Reduce lateral branches on the east aspect by up to 2-3 m, targeting secondary and tertiary branches, maximum cut diameter 80 mm, to trim back the periphery of the crown.

T5 Plane (London) Remove T6 Plane (London) Remove T7 Plane (London) Remove The tree works are proposed to stop the influence of the tree(s) on the soil below building foundation level and provide long term stability.to 17 Gloucester Road Exeter EX4 2EF Estimated costs of repair to the building are £47,520.00 if the influence of the tree(s) remain and £2,452.69 if the proposed tree works are allowed to proceed. Granting permission will limit these costs. In the event of a refusal we, or our clients, will seek to secure compensation for the additional costs incurred through Section 202(e). Should the tree/s remain the total cost of repairs will be the Superstructural repairs + Alternative method of repairs = £49,972.69 It is the expert opinion of both the case engineer and arboriculturalist that on the balance of probabilities the supporting information demonstrates the influence of the tree(s). Note: Further monitoring results may be submitted if these become available during the course of this application.
