What refusal means
The process from here
The council refused this application for the reasons set out on the decision notice, which the council portal holds in full. Only the applicant can appeal a refusal; the time limit runs from the decision date and is shorter for householder schemes.
Refusal does not prevent a fresh attempt. Applicants often address the reasons for refusal and resubmit, so a refused scheme is not necessarily the end of proposals for the site.
About heritage and listed buildings applications
How this application type works
Heritage applications concern listed buildings and conservation areas. Listed building consent is needed for works, inside or out, that affect the special interest of a listed building, and carrying out such works without consent is a criminal offence. The council weighs harm to the heritage asset against any public benefit of the proposal.

1 Stanley Square White Street Topsham EX3 0AB
An arborist has identified the tree to be an Evergreen Oak. It is shown on the sketch as T1. It appears to be a fast growing tree that is taking over the small rear garden. It is situated within 1m from the rear wall of the property and is currently obscuring 80%+ light from the rear bedroom. We propose to remove the tree to address the light issue, and to ensure that given its proximity to the building that no damage is done to the structure. T2 on the plan is presenting no problem and we plan to take no action. We will commission a professional arborist to undertake the works, and have engaged their services already to advise on appropriate action.
